All democracies tend to be dominated by an elite, by those that have more time, influence or other advantages. CDS is in fact far more open than most, since anyone with enough time can easily get elected to the Representative Assembly and weigh heavily in decision-making. The point is that deliberate steps are required to minimize the enormous gap between the active minority and the passive majority. I must say from my perspective, it always seemed that the people who spent little time in the sims were somehow able to retain control of seats in RA. The vocal opponents, who were not part of the RA when the merger was passed (or didn't vote,) succeeded in their quest to get rid of all those new people. The CDS chancellor never even tried to work out an agreement. Those are simply facts.<br />Some of those people justified their opposition by saying they wanted to negotiate a different kind of deal. In the period covered by these Chronicles, the Chancellor was Jamie Palisades.<br /><br />The Chancellor is helped by a crew of "stipended" civil servants (the stipend is of course just a pittance), such as the Public Information Officer (or Officers, when there are two), who helps organize events and otherwise promote CDS.<br /><br />CDS thus does have a full-fledged administrative branch, in addition to a legislative branch (the Representative Assembly) and a judiciary branch (oddly named the Scientific Council), which is empowered to assess whether legislation conforms to the Constitution.<br /><br />The limitation on how well these governmental branches work is less the simplicity of their structure, as the difficulty residents have in finding time for their functions.
